【講者簡介 / Biography】

Cléo Chassonnery-Zaïgouche博士為倫敦政經學院 (LSE) 經濟史系助理教授專長為經濟思想史,主要研究領域是勞動經濟學史,專注於平等問題,以及經濟學、專業知識和政策之間的關係。

Cléo Chassonnery-Zaïgouche is Assistant Professor in the Department of Economic History at the London School of Economics and Political Science.She is an historian of economic thought, focusing on the history of discrimination and its real-world consequences.Her main areas of research are the history of labour economics with a focus on inequalities, and the relation between economics, expertise, and policy.

【演講摘要 / Abstract】

In 1944, Winston Churchill appointed a Royal Commission on Equal Pay to examine whether equal pay between men and women should be implemented for the civil services and in industry.The Commissioners reviewed an impressive amount of evidence, testimonies, and reports, among which memoranda from ten economists and eight medical experts.After the publication of the report in 1946, equal pay for equal work was not granted to civil servants and not advocated as an organizing principle for the professions and industry.The first section of this paper describes the origins of Commission. Section 2 is devoted to the arguments presented by economists.Section 3 described the instrumentalization of expertise by the commissioners and highlight the changes from previous comparable commissions.The main contribution of the paper is to show the unstable boundary between expertise and prejudice by historicizing the notion of evidence in public inquiry hearings.
